NSO messed up once again

I have come to know that NSO exam conducted by SOF on 19 Nov 2010 was totally messed up. There were lot of  places at this examination was conducted at various dates. However the surprising thing is here the that same examination  paper was conducted at all the places. Even if we assume as per SOF logic the papers were different how SOF will arrive to common ranking by conducting different papers. Last year also the same thing happened with SOF. It seems that SOF has failed to learn any thing from last year's experience.
